Inside the Palestinian Authority’s day-after plan for Gaza

WASHINGTON — The Palestinian Authority has presented the Biden administration with a plan for unified governance across the West Bank and Gaza Strip after the war ends, according to a proposal obtained by Al-Monitor.

"The document aims to illustrate the key steps the PA will take to unify governance across the West Bank and Gaza Strip, allowing for the delivery of integrated and responsive basic services," reads the 101-page working document.

The plan, which was delivered to the State Department last month, details the estimated cost and time frame of a range of projects — everything from the removal of rubble to rebuilding communications networks to training schoolteachers on psychosocial support.

"The Government of Palestine will assume full authority over all administrative, civil and security affairs in Gaza, in accordance with the powers and responsibilities granted to it in the Palestinian Basic Law," it continues. "However, the task of governing Gaza, ensuring security and restoring economic services and activities, as well as rebuilding shelter and infrastructure, will require significant international support."
